Snow cover on the ground combined with clear skies overnight make freezing fog problem for North Dakota.

Clear skies overnight combined with snow cover that has been in place for days allowed ample radiative cooling overnight. Temperatures were cooled all the way to the dewpoints even below 10 degrees Fahrenheit for some areas. The result has been dense fog across North Dakota that has yet to dissipate as of 15 UTC.
